Nabma, the Voice of Local Authority Markets - July 2013 News

Love Your Local Market 2013 was the biggest market event ever seen in the UK. Congratulations to everyone who took part and supported this wonderful campaign. We estimate that around 700 markets took part and approximately 2800 people tried their hand at market trading for the first time. Currently we are gathering together news stories, pictures and videos from the campaign so that by the time we get to Nabma’s Annual Conference at Torquay, between 22nd and 24th September, it is hoped that we will be able to present a wonderful display of the highlights from LYLM 2013. We have already announced that LYLM Market 2014 is to run between the 14th and 28th May 2014 and in order to start planning next year’s campaign now, we are hoping to keep a LYLM team in place between now and next May. This is going to stretch Nabma’s resources and we will be looking for further financial support to ensure we maintain the current momentum. One of the main reasons we want to keep the campaign alive is that preliminary results from LYLM 2013 suggest that social media was largely responsible for attracting a wider audience. Ellie Gill, LYLM Manager, and Beth Ward, Social Media Manager, both worked hard at social media engagement and deserve many thanks for what they achieved.
Next year might see a greater emphasis on youth, but we are still thinking about the format of LYLM 2014, so any ideas would be very welcome. We will be announcing the details of the campaign at the Nabma Conference. If you have any thoughts to offer please contact me at nabma@nabma.com
In a further attempt to build on the recommendations of the Mary Portas Report, the government has established a Future High Street Forum under the chairmanship of DCLG Minister, Mark Prisk. I have been invited to serve on the Forum and so far we have held two meetings which have produced a number of important discussions. The latest meeting focussed on business rates, with Brandon Lewis, DCLG Minister, interested in hearing views of people on how we might help the High Street. A large number of Market Halls have seen rating revaluations in recent years with market stalls being separately rated. This has led to traders having to meet increased charges resulting from the impact of the revaluations. Nabma successfully argued for traders to enjoy a measure of rate relief, which is still being enjoyed but there is no long term guarantee that this relief will continue. At the recent Forum meeting it was clear that there is no ready made solution to this issue, but I argued that it would assist market traders if there was a greater guarantee on the provision of the rate relief and it would also assist the High Street generally if the current limit could be increased, giving more traders the benefit of relief from business rates. In the last issue I commented on the requirements for registering market charters. It appears that only a handful of charters have so far been registered, which raises the question of whether people are aware of the issue, or are aware and intend to do nothing. Doing nothing is not really a valid option because lack of registration might have implications for market rights policies. Nabma has been in discussions with the Land Registry and issued an advisory note about what action should be taken on registration, so if anyone wishes to have advice on this important issue please contact me at nabma@nabma.com

LOVE YOUR LOCAL MARKET 2013- THE BIGGEST MARKET EVENT EVER
Well the sun did not shine at the launch of LYLM 2013, but in every other respect the day was an outstanding success. 662 markets registered to take part, with around 3,500 market events spread over the fortnight of the campaign. This is the biggest nationwide celebration of markets that has taken place and the markets industry should be proud of its achievement.Prior to the launch on the 15th May we had a high profile Parliamentary Reception on the 30th April which gave us the opportunity to bring markets to Westminster. Despite the disappointment of Parliament having risen, prior to the Queen’s Speech, there was still a good attendance of MPs and representatives of all sectors of the markets industry. The Reception was hosted by Ann Coffey MP, Chairman of the All Party Parliamentary Markets Group, and addressed by DCLG Minister Mark Prisk, Councillor Geraldine Carter, Nabma President and Steve Pickering of Warrington Market. Nabma is indebted to one of our sponsors, Zapp Canopies, for creating a real markets atmosphere with a market stall which showcased a fantastic cake of Westminster with a market operating within its precincts. Alison Roberts from Warrington, who created the cake, received many plaudits for her work.Mark Prisk was also in attendance at Portobello and Golborne Road Market at the launch of LYLM 2013. Kensington and Chelsea had certainly worked hard to provide a great send off for this year’s campaign and they are hoping to attract 300 new traders during the fortnight of the campaign. Councillor Paget-Browns of Kensington and Chelsea welcomed everyone to the launch event and Mark Prisk congratulated the markets industry on providing opportunities for new entrepreneurs and building on the success of last year’s campaign. Award presentations were made to young traders and it great to see local schools and colleges in attendance and trying market trading for the first time.Nabma is very grateful for government support for LYLM 2013 and it is clear that officials at DCLG have caught the markets “bug” because they have plans to hold a market at Eland House, DCLG Headquarters, on the 23rd May. This promises to be one of the highlights of the fortnight.Last year we had around 400 markets taking part in LYLM 2012, so you can see that we have really worked hard to get more markets involved. According to a recent survey we have undertaken, around 30% of the markets joining have done so because of their engagement through social media.There is clearly a lesson here for the future and Nabma intends to place social media at the heart of its communications in future.During LYLM 2013 there will be lots of new ideas and initiatives introduced, but one of the most exciting projects that Nabma is looking to launch is a UK Markets Footfall Index. Last year we were able to report that LYLM made a significant difference to footfall in towns where LYLM was celebrated. In these towns footfall was up on an average of 10%. With the help of PFM and ROI we will be introducing a UK Markets Footfall Index. Initially it will operate on a trial basis for six months, but Nabma is hoping that it will be come a permanent feature of the markets industry.Nabma will also be evaluating the success of LYLM 2013. It is important we consider whether we have learnt the lessons from last year. It is hoped that the evaluation report will be available for our Annual Conference in September.It is too soon to make an announcement about 2014, but we are hopeful that we will be holding LYLM again. With this in mind Nabma is looking to appoint a LYLM Manager on a permanent basis to ensure continuance of the social media engagement and provide ongoing contact with the markets we have attracted to the current campaign.Nabma is indebted to the support of Ann Coffey MP, who has led the All Party Parliamentary Markets Group with great enthusiasm for a number of years, and to mark the beginning of LYLM 2013 Ann put down an Early Day Motion inviting members to congratulate the markets industry on its achievements and also urging MPs to visit their local markets. Enjoy a great day out during Love Your Local Market fortnight


As the sun continues to shine, why not take a stroll through one of the District’s markets during Love Your Local Market fortnight – May 15 to 29 to see what they have to offer?
In celebration of all that is good about markets, local people and visitors will be sure of a great day out at markets in Louth, Spilsby, Horncastle, Mablethorpe and Alford as they join more than 300 others nationwide for two weeks of celebration.
Council Portfolio Holder for Economic Regeneration, including Markets, Councillor Craig Leyland, said: “In recent weeks occupancy at out Council-run markets has been up meaning we are seeing increasing choice and variety. Schemes such as First Pitch, in which we are supporting young entrepreneurs, also ensure a new blood is flowing through the veins of our markets. Two new traders on Louth Market will benefit from free pitches during the fortnight as part of this scheme. We are also actively supporting Young Enterprise groups to trade at weekend markets, and musicians from local schools who have been given the opportunity to busk at the markets – something that proved particularly successful at Horncastle recent Farmers’ Market.
“Markets are at the heart of our Market Towns and, quite rightly, should be celebrated for all they offer and recognised for the part they play in the local economy, not only by encouraging people to shop locally and attracting visitors from further afield, but also showcasing local produce and supporting new and small enterprises, creating job opportunities for local people.”
The weekly Markets offer everything from food to fashion and home décor to garden supplies plus a whole lot more. Through the year there are also monthly Farmers’ Markets and specialist markets offering even more choice. And, each Monday you will find an auction in Spilsby Market Place – the perfect place to pick up a bargain.
During Love Your Local Market fortnight, as well as the regular market stalls, there will be healthy cooking demonstrations using produce donated by traders and health checks on May 20 in Spilsby, May 22 in Louth and May 23 in Horncastle where visitors can also learn more about the services of the District Council’s health team and leisure centres – including an offer where people can join Horncastle’s Lifestyle Fitness Suite throughout May for just £19.99 a month.
Markets Manager Esther Belton added:
“During the two weeks we hope to showcase our markets at their best, and also show people how they can live a healthier lifestyle by making use of the fresh and tasty produce which can be found at our local markets as well as the leisure opportunities across the district, from a walk in our local Areas of Outstanding Natural Beauty to more structured support at our leisure centres.”
And, at markets during the week May 20-23 traders in Horncastle, Louth and Spilsby are being invited to decorate their stalls with a heart theme – to tie in with Love Your Local Market Fortnight.
There is a lot more to the district’s markets than first meets the eye, so why not come along and see for yourself what they have to offer? And, while visiting the markets take a stroll through the pretty market towns where you will find quirky cafes and tea rooms nestled among small independent shops which are well worth a visit.
You can take a trip back in time in Horncastle’s many varied antique shops - each full to the brim with history, or indulge in your passion for food in Louth - dubbed East Lindsey’s Food Capital, or search for a special gift in Spilsby’s traditional gift shops. Mablethorpe is perfect for a stroll along the prom as you sample some of the local ice-cream delights, and in Alford you will find many locally produced craft items – perfect for the home or for a gift. There really is something for everyone in East Lindsey’s Market Towns.

A call to market for young entrepreneurs

Durham Outdoor Market is inviting young entrepreneurs to bring their ideas and products to market at Durham City’s first ever Youth Market.
The Youth Market, which will take place on Sunday 19th May, is an opportunity for budding entrepreneurs aged between 16 and 23(ish) to book a stall either to market test their money spinning idea, or if they are further along the line, to sell their product.
Colin Wilkes, Managing Director of Durham Markets commented: “Like many well-known entrepreneurs, taking a market stall to develop and sell your product can be the first step on the road to success, it being a cost effective and practical way of getting any prospective entrepreneur in front of the public with their product.”
Young traders can book a traditional canopied market stall for just £10 per stall, a special price for this market only. Colin Wilkes added: “We’re really excited about our first Youth Market. We’re looking forward to discovering a whole host of new talent, the entrepreneurs of the future.
“The ‘stall for a tenner’ idea was part of the Mary Portas’ review of High Streets. It’s one of her ideas to encourage new independent businesses into retail and is especially aimed at young people. We’re sure there are many young independent traders in the region who will jump at the chance to promote their idea at Durham’s Youth Market.”
The Youth Market is part of Love Your Local Market (LYLM) fortnight, a national celebration of markets running from Wednesday 15th to Wednesday 29th May, 2013, which was launched in the House of Commons by Eric Pickles MP, Secretary of State for Communities and Local Government, in November 2012.

The cost of a stall for this market will be £15 per stall per day and priority will be given to new traders, or traders who have not traded previously in Durham City. Whats on at Stockport Market

Stockport Market is going all out this May with a staggeringly diverse range of events to tickle the taste buds of nearly everybody! It all kicks off on the 4th of May with the Sausage Festival in the Stockport Victorian Market Hall. Stockport Sausage Festival 2013 will be a celebration of hand-held happiness, combining beers, bangers and bands.
The following weekend, Sunday 12 May sees the ‘Hand in Glove Fair’, marking the 30th anniversary of the release of the first Smiths' single. As a World Exclusive, there will be a display of recently discovered, never-before-seen authentic Smiths documents from 1983 on show at Room at the Top Vintage Goods, a few steps away from the Market Hall.
The 15 – 29 May sees national Love Your Local Market. In Stockport, the celebrations start for real on Friday 17 May. From 4pm you will be able to taste the best of Greater Manchester's gourmet street foods till 9pm, courtesy of Guerrilla Eats. Guerrilla Eats is a collective set up by a group of street food traders in who just love the food they make. You’ll also be able to the best of market shopping till 7ish and High Peak Beer's Pop-Up Bar till 9. This is the perfect opportunity for people who work in the town centre to stay a while and appreciate the hidden gems in Stockport.
Saturday 18 May is Funky Weekend, with a marquee on the Market Mile showcasing the Sunday event market, along with live music from Raised by Radio AND Le Funk, as well as classic 70s and Northern Souls sounds from the DJ. It is also the day of Big Dance, so expect some flash mobs too.
Last but not least, Bank Holiday Weekend (24-26 May) sees a 70s Roller Rink come to Stockport Market, complete with DJ, balloon modellers, free showings of Grease, pop up bingo and even a Carpenters tribute act! More is being added each day, so watch for the posters and flyers around town and put the dates in your calendar – you won’t regret it.

OCR Loves All Your Local Markets



In these tough socio-economic times, it is hard enough for the big high street retail names to survive, never mind your local market traders. Oriental Carpets and Rugs has origins in the market, and now as a high quality, branded rug wholesaler, we pride ourselves on our continued and loyal relationship with market traders throughout the country. In fact, supplying to market traders is the life blood of the company, and as such, we as a company would like to fully throw ourselves behind the excellent movement that is ‘Love your Local Market.’
OCR urges the Great British public to go along to their local events and support their indigenous economy. By organising regional events, this is a great way to not only raise awareness of the markets, but to celebrate the uniquely British traditions and trades and to encourage younger generations to experience the hustle and bustle of market life. In this post-modern world we are so used to shopping in soulless, nondescript shopping centres which could be anywhere in the world. Now is the time to go outside and shop in colour; to feel the goods, to socialise, to haggle. All these are forgotten charms from another age pre-internet. Don’t sit in front of a computer to do your shopping, interact with other people in your area, try the local delicacies, touch the regional goods on offer  and come home feeling satisfied in the knowledge that you have supported your local people.

Nabma News May 2013

We are almost at the starting line. Love Your Local Market 2013 will be launched at Portobello and Golborne Market on the 15th May 2013, when we will be looking to involve over 500 markets and provide an opportunity for up to 3000 new traders to try their hand at market trading.The enthusiasm for this year’s campaign has been evident at all the Roadshows we have held this year and, since the last edition of Market Trade News, we have taken Roadshows to Loughborough, Bolton, Horsham and Carmarthern and seen examples of some wonderful markets.All the planning is now complete and between the 15thand 29th May lets celebrate what is good about markets and why markets are such an important part of local communities. Next month I will be reflecting on the success of LYLM 2013 and providing some of the highlights from the fortnight.Of course, it is important that in celebrating LYLM 2013 we do not take our focus away from other important market issues. I am grateful to colleagues from Kettering who drew my attention to the Land Registry Practice Guide 18 on Franchises, which is relevant to all market operators who rely on Market Charters.I have written previously about the continuing importance of market rights and the role played by Market Charters in preserving such rights. Previously a Market Charter was not capable of separate registration. This changed in 2003 and it was possible, from that time, to voluntarily register Market Charters. While the situation remains the same in terms of voluntary registration in the context of the provisions of Practice Guide 18, if registration is not undertaken then there could be an impact on the status of a Market Charter.At the moment, if you have a Market Charter then the Charter creates an overriding interest which binds the owner of the land. So, for example, if you have a Market Charter which gives the right to hold a market in a particular location, then the owner of the land is required to make the land available for use as market on the days and the times specified in the Market Charter.Under Practice Guide 18, unless the Market Charter is registered by the 12th October 2013 then there will be a loss of their overriding status. What this means for markets that operate under a Market Charter is not entirely clear, but the provisions of Practice Guide 18 do not take away the right to hold a market under the Market Charter and if the market has been held in a particular location for many years, then it is assumed that rights to use the land have arisen in a variety of different ways through, for example, custom and practice and long user.Currently I am looking at the requirements of the registration process to see what needs to be done to ensure that Market Charters are fully protected. Full information will be provided to Nabma members shortly on this important issue, but any market operator using a Market Charter need to be aware of this important issue and seek advice on how it affects their particular market.We are just about to start on the Annual Survey of Retail Markets. Nabma has conducted this survey for the last two years and it has provided a very useful barometer of the state of the markets industry. Last year we had around 300 markets included in the survey. We are hoping that we can significantly increase that number this year. Penkridge Market joins the Love Your Local Market Campaign

Penkridge Market, near Stafford, announced today that it will be participating in the high profile, national 2013 Love Your Local Market campaign in May, led by the National Association of British Market Authorities (NABMA) & backed by Central Government & the wider market industry.
The campaign aims to attract new market traders and highlights the importance that markets play in the heart of their local community, not only for retail but as a valuable community asset, providing the focal point of many town centres. Eric Pickles MP, Secretary of State for Communities and Local Government announced in the House of Commons in November that LYLM 2013 will run from 15th May to 29th May. He welcomed the support of the markets industry, which has set a target of 500 markets getting involved in this year’s events, in addition to 3,000 new traders. To support this national campaign, Penkridge Market will be leasing stalls to local entrepreneurs during the fortnight (15th May to 29th May), at a reduced rate of £10 per stall, to allow them to ‘try out’ their business ideas and to attract more people to visit the town centre.
